The Tracking Energy Development (TED) Task Force
The Tracking Energy Development (TED) Task Force is an inter-agency working group designed to assist high priority clean energy projects to reach completion. The TED Task Force provides project development assistance, as appropriate, for new generation and battery storage projects that will help the state achieve its climate and energy goals. Our work includes monitoring issues that impact energy development and deployment, identifying barriers and coordinating actions to address challenges.
TED Task Force member agencies include the California Public Utilities Commission (CPUC), California Energy Commission (CEC), Governor’s Office of Business and Economic Development (GO-Biz), and California Independent System Operator (CAISO).

TED Task Force History
On July 30, 2021, in response to ongoing reliability concerns, Governor Gavin Newsom issued an Emergency Proclamation that directed the CEC, CPUC and CAISO to work together to accelerate the deployment of clean energy projects to mitigate the risks of capacity shortages. The three agencies, together with the Governor’s Office of Business Development (GO-Biz), formed the TED Task Force to collaborate and assist project deployment that will also meet California’s climate goals. Working together, the TED Task Force tracks energy and storage projects under development, engage with stakeholders about project challenges and coordinates assistance requests for specific projects.
We also collaborate to identify key areas that require long-term coordination and provide findings to the Infrastructure Strike Team. Additionally, The TED Task Force provides regular updates on overarching challenges to deployment of clean energy projects across the state as well as current actions being undertaken to address these barriers in the SB 846 Joint Reliability Planning Assessment Reports.

Megawatts on the Grid
In 2025, an estimated 6,379 megawatts and 91 projects are expected to come online (data for these projections are from March 2025). The TED Task Force will continue to track progress on projects expected to come online in 2025 and conduct outreach to developers.
In 2024, a record total of 7,052 MWs and 110 projects were deployed onto the California electrical grid. The state will need to continue to match this number each year to meet California’s ambitious goals of reaching carbon neutrality by 2045. See the CPUC’s 2024 Annual Report for more information.
